<p><P>PROBLEM TO BE SOLVED: To provide a touch panel corresponding to both of a touch key input mode and hand-writing input mode and a touch panel apparatus using the touch panel. <P>SOLUTION: The touch panel 10 has resistance films 16a, 16b which are different in a first area 18 and a second area 20. In the first area 18, stripe-like resistance films 16a are respectively formed on an upper side transparent substrate 12 and a lower side transparent substrate 14, and the major axis of the resistance film 16a on the upper side transparent substrate 12 and the major axis of the resistance film 16a on the lower side transparent substrate 14 are perpendicular to each other.
