PURPOSE: A knee airbag device is provided to enhance manufacturing efficiency by removing a coupling jig by integrating a panel with a restricting tether for each section unit. CONSTITUTION: A cushion(20) of a knee airbag device comprises a lower section unit(22), a middle section unit(24), and an upper section unit(26). The lower section unit is composed of a pair of lower panels(221,221') and a lower restricting tether(223). The lower panels are assembled to each other and form a lower expanding space. Both ends of the lower restricting tether is integrated with the lower panels. The middle section unit consists of a pair of middle panels(241,241') and a middle restricting tether(243). The middle panels are assembled to each other and form a middle expanding space.
