PURPOSE: A bubble device having a water saving device is provided to reduce water loss caused by strong water pressure and to uniformly maintain the amount of exhausted water regardless of water pressure. CONSTITUTION: A bubble device having a water saving device comprises a housing(12), a bubbling unit(14), a packing(17), and a water saving device. The top and bottom ends of the housing are opened. The bubbling unit is coupled to the inside of the housing and rectifies fluid flowing into the housing. A filtering net(13) is placed on the bottom end of the bubbling unit. The packing is inserted into the inner top end of the housing. The water saving device comprises a body(20), a flange(22), a plunger(25), an elastic member(26), a cap, and a flow control unit(28). The body is composed of a cylindrical unit and a conical mounting unit(19). The flange has a through hole. The plunger is extended from the flange. The elastic member elastically supports the plunger. The cap is coupled to the body. The flow control unit is coupled to the packing to be separated from the bubbling unit.
