PURPOSE: A method for adaptive motion vector encoding/decoding using the structural information of an image, an apparatus for adaptive motion vector encoding/decoding thereof, a method for video encoding/decoding thereof, and an apparatus for video encoding/decoding thereof are provided to determine an accurate prediction motion vector with a motion vector of the current block. CONSTITUTION: A video encoding apparatus(100) generates a prediction block by predicting the current block. The video encoding apparatus generates a residual block by subtracting the prediction block from the current block. The video encoding apparatus generates a frequency transform block by transforming and quantizing the residual block. The video encoding apparatus encodes a residual motion vector and the quantized frequency transform block by the determination of a prediction motion vector.
