PURPOSE: A synthetic speech generating apparatus and a system for providing weather forecast service using the same are provided to supply a weather forecasting service for each region. CONSTITUTION: A synthesis management device(100) requests the generation of variable synthesis data corresponding to the voice of variable data, and uses the fixed synthetic sound data corresponding to the voice of the fixing data in order to generate weather forecast synthesis data. A synthesis sound generating device(200) receives the variable data from the synthesis sound management device, and the synthesis sound management device generates the variable synthesis sound data by using the variable data.
