PURPOSE: A manufacturing method of a vinyl chloride resin is provided to control the average diameter of a paste vinyl chloride resin to large size by a seed micro suspension polymerization method, and to manufacture vinyl chloride resin particles capable of decreasing viscosity of plastisol at room temperature and high temperature. CONSTITUTION: A manufacturing method of a vinyl chloride resin using a seed emulsion polymerization method comprises a step of manufacturing a vinyl chloride resin by using vinyl chloride based latex with the average particle diameter is 1.3-3 micron as a seed. The vinyl chloride based latex seed is manufactured by a micro suspension polymerization method. The vinyl chloride based latex seed comprises 0.7-2 weight% of a polymerization initiator in a particle. The vinyl chloride based latex seed comprises one or more emulsifiers selected from an anion based emulsifier, and a nonionic emulsifier.
