The method involves defining scenarios from a view point of an attacker (100) by defining redoubt facts by the attacker, and defining objectives of the scenarios from the facts. A vector gain associated with each objective is defined based on preset attributes, and the scenarios are defined in sequence of elementary actions from the view point of the attacker. The constitutive actions of the scenarios are quantized by an effort vector, and the scenarios are quantized by the vector using a specific formula.
