<p>The system has a billet splitter (1) including a wedge carrying structure (6) that is movable in a slide, and an actuator (12) for displacing the wedge structure. A caisson (21) contains a shield for compressing waste in the caisson by displacement of the shield in the caisson. A billet splitter integration unit rigidly integrates the splitter with the caisson. A wedge integration unit integrates the structure with the shield to constitute a waste compactor whose shield is displaced by the actuator via the structure of the splitter.</p>
