PURPOSE: An equivalent PLMN(Public Land Mobile Network) list processing apparatus and method thereof are provided to effectively process an equivalent PLMN list by responding to the power off of a mobile communication apparatus. CONSTITUTION: A wireless module(111) wirelessly receives and transmits data for a service network. When a controller module(112) connects an emergency bearer service to service networks(120, 130) through the wireless module, the controller module acquires an equivalent PLMN list. When a mobile communication device(110) is turned off, the control module does not store the equivalent PLMN list.
