PURPOSE: An apparatus and a method for calculating the energy efficiency of a network are provided to design a service fare according to energy efficiency by efficiently managing devices within a network according to energy efficiency. CONSTITUTION: An energy efficiency calculating system(100) comprises a storage unit(10), an energy consumption calculating unit(30), a traffic calculating unit(40), and an energy efficiency calculating unit(50). The storage unit comprises a service offering channel DB(11), an energy consumption DB(12), and a traffic DB(13). The service offering channel DB stores a service offering channel on a network defined according to a service type. The energy consumption DB stores the energy consumption information of each network device. The traffic DB stores the traffic information of each network device. The energy consumption calculating unit calculates service energy consumption according to the service offering channel by using the energy consumption information. The traffic calculating unit calculates service traffic according to the service offering channel by using the traffic information. The energy efficiency calculating unit calculates the service energy efficiency by using the service energy consumption and the service traffic.
