<P>PROBLEM TO BE SOLVED: To enable operation of a steering wheel after a secondary collision with an inexpensive structure. <P>SOLUTION: A flange part 21a of an upper vehicle body mounting bracket 21 is guided along guide brackets 70, 70 until the upper vehicle body mounting bracket 21 is moved by a collapse movement distance L1 and reaches a collapse movement end on the vehicle body front side. Therefore, the upper vehicle body mounting bracket 21 can carry out a collapse movement to the collapse movement end without falling off from capsules 24, 24. The guide brackets 70, 70 provided with vehicle body front side extension parts 72, 72 do not spoil assembly performance of a vehicle by being fixed to the capsules 24, 24 with screws 80, 80, and freedom in design is improved.
