<P>PROBLEM TO BE SOLVED: To properly perform handover in a communication system including a radio network without taking much time and effort to adjust communication areas, etc. <P>SOLUTION: Setting information memory 123 stores setting information for each access point used for connection to the access point, including identification information of a network. A terminal state control unit 121 controls an operational state of its own device.
