<P>PROBLEM TO BE SOLVED: To make dynamic determination of a prediction direction possible without using a flag specifying the prediction direction. <P>SOLUTION: A correlation evaluation section 7 evaluates, regarding each of a plurality of evaluation patterns, a correlation between processed reference areas selected by the evaluation pattern. A prediction pattern determination section 8 determines the evaluation pattern determined to have the correlation between the processed reference areas as a prediction pattern.
