<P>PROBLEM TO BE SOLVED: To perform efficient call processing. <P>SOLUTION: A monitoring unit 21 monitors the state of a media gateway to be a control object of a connection control unit 20. A request unit 23 transmits a reconnection request to the other media gateway controller for which information is managed in a management unit 22 corresponding to a monitoring result of the monitoring unit 21. For the reconnection request, a reception unit 24 of the other media gateway controller selects a media gateway turned to the control object of the other media gateway controller as a reconnection object.
