<P>PROBLEM TO BE SOLVED: To provide a high-strength reinforcing bar which is excellent in bendability, and to provide a manufacturing method therefor. <P>SOLUTION: The high-strength reinforcing bar contains C, Si:0.25-2.0 mass%, Mn:0.1-2.0 mass%, P:≤0.05 mass%, S:≤0.05 mass%, Cr:≤0.15 mass%, Cu:≤0.25 mass%, Ni:≤0.25 mass%, Al:0.005-0.1 mass%, N:≤0.025 mass%, V:>0.30 mass% and 0.50 mass%, and a remainder being iron and inevitable impurities. The high-strength reinforcing bar satisfies following formulae (1) and (2), and the area ratio of ferrite is ≥30% and the total area ratio of the ferrite and pearlite is ≥85%, wherein formulae (1): 1.4<[C]+0.123[Si]+0.28[Mn]-1.03[S]+0.323[Cr]+1.69[V] <1.6 and formulae (2): 0.43[C]+0.49[Mn]+0.27[Cr] <1.
