<P>PROBLEM TO BE SOLVED: To provide a sealed letter forming device, capable of performing recovery processing suitable for forming 1-to-1 direct mail or the like while hardly causing false sealing at the restart after jamming. <P>SOLUTION: An envelope and a sheet are alternately printed in a printing unit 2. In an enclosing and sealing unit 3, the printed envelope 40 and sheet 30 are carried respectively along first and second conveyance paths 10, 20, the content is inserted to the envelope at an intersection of both the paths by an envelope opening and enclosing means 60, and the envelope is sealed by a sealing means 70 and discharged to a discharge stocker 44. After interruption by jamming, all the sheets and envelopes in the device are removed, and, when the envelope of the interrupted sealed letter is supplied, the content of the interrupted sealed letter is formed again, and manually inserted to and sealed in the removed envelope.
