摘要 <P>PROBLEM TO BE SOLVED: To solve the problem in which, since motion compensated prediction is performed with prepared shape patterns in conventional video encoding/decoding, an optimum shape pattern cannot be selected, so that improvement of encoding efficiency is limited. <P>SOLUTION: A variable length decoding unit 201 decodes plural motion vectors for a decoding target block from an encoded stream. An actual region division/motion compensation unit 203 generates plural prediction blocks corresponding to the decoding target block from a reference image by using the plural motion vectors, determines a boundary based on at least one of activities of the plural prediction blocks and an adjacent region evaluation value obtained by evaluating an encoded region adjacent to an encoding target block, and when combining, between the respective prediction blocks, regions obtained by dividing the respective prediction blocks with the boundary, by making the respective prediction blocks overlap each other in a peripheral region of an actual boundary and performing weighting addition of the respective prediction blocks with a predetermined ratio, generates a composite prediction block. <P>COPYRIGHT: (C)2012,JPO&INPIT
