<P>PROBLEM TO BE SOLVED: To provide a semiconductor integrated circuit device and a memory management method, capable of suppressing the manufacturing cost and downsizing. <P>SOLUTION: The semiconductor integrated circuit device includes a nonvolatile memory, a storage part, and an arithmetic operating part. The nonvolatile memory has first and second regions. The storage part has a first program stored therein for downloading a program into the first region from the outside. The arithmetic operating part executes the first program and the program downloaded into the first region by the first program.
