PROBLEM TO BE SOLVED: To determine a work arrangement for reducing electric power consumption in the whole system.

SOLUTION: An information processing system comprises: a physical computer 200; a cooler 151 for cooling the physical computer 200; and an electric power saving control server 110 for controlling the physical computer 200 and the cooler 151. The electric power saving control server 110 comprises: a virtual server arrangement generating part 112 for setting a plurality of sets of work arrangements with respect to the physical computer 200; a server electric power calculating part 113 for calculating electric power consumption of the physical computer 200 in each work arrangement; a physical computer profile 124 for estimating a heat generation amount of the physical computer 200 in each work arrangement; a cooling electric power calculating part 114 for calculating electric power consumption of the cooler 151; and a virtual server rearrangement part 115 for determining the work arrangement in which the total of a calculated value by the server electric power calculating part 113 and a calculated value by the cooling electric power calculating part 114 becomes minimum as the work arrangement for the physical computer 200.
