The purpose of the present invention is to provide a communication system capable of avoiding downlink or uplink congestion and wireless-resource shortages caused by such congestion. In the present invention, in a communication system provided with normal mobile terminals (normal UEs) that perform human-to-human communication and machine-type communication devices (MTCDs) that perform machine-to-machine communication, in order to call normal UEs and MTCDs, a paging message is transmitted from a base-station device to said normal UEs and MTCDs. The paging message contains, for example, terminal identifiers (UE-IDs). The maximum number of terminal identifiers (UE-IDs) that the paging message can contain is set separately for normal UEs and MTCDs. Alternatively, a call indicator is included in the paging message instead of MTCD terminal identifiers (MTCD UE-IDs). |
