PURPOSE: An SNS(Social Network Service) providing apparatus based on mobile communication and method thereof are provided to offer characters or images with communication by utilizing a wireless internet network. CONSTITUTION: When a user transmits a message through an application, a subscriber and PNS(Phone Network Service) storage server stores the message. A PNS transmission control apparatus(23) requests a PNS code corresponding to a caller to the subscriber and PNS storage server. The PNS transmission control apparatus requests the transmission of the message to a PNS transmission system(14). The PNS transmission system transmits the message to a reception terminal.
