PURPOSE: Device and method of testing the continuity of permeable performance of a permeable packing member are provided to supply a change of a permeable coefficient depending on time and environment since the permeable coefficient of a permeable packing member can be measured. CONSTITUTION: A device for testing the continuity of permeable performance of a permeable packing member(600) comprises a table(200), a body(100), and a vibration generator. The table can hold a unit(500) specified in KSF 4419 and KSF 2494. The body supports the table with a spring(300). The vibration generator is arranged on the bottom of the table. The vibration generator makes inclusion or water diluted with the inclusion permeate an air gap in the permeable packing member. The inclusion is placed on the surface of the permeable packing member in the unit by applying uniform vibration to the table.
