<P>PROBLEM TO BE SOLVED: To provide a developing apparatus and an image forming apparatus, formable of an image on a recording medium, with constitution simpler than that of an electrophotographic system, besides, formable of stable image free from bleeding or deterioration. <P>SOLUTION: In the case of transferring an image pattern of a color powder layer 106a to an area as an image part on a second rotating carrier body 102, a temperature change is applied to a contact area P1 by a heating device 110 in accordance with an image signal of the image part so that the color powder layer 106a may be adhesively transferred from a first temperature-sensitive adhesive material 103 to a second temperature-sensitive adhesive material 104 in the contact area P1.
