<P>PROBLEM TO BE SOLVED: To provide a femtocell access point which allows a communication operator to flexibly control an off-load function of the femtocell access point. <P>SOLUTION: A femtocell access point (2) has a packet data off-load function which directly transfers packet data transmitted by a mobile terminal (1) to an Internet network (100) without going through a mobile phone service provider network.
