<P>PROBLEM TO BE SOLVED: To detect parking violation of a vehicle parked in a parking area with a simple system. <P>SOLUTION: In this parking management system, an excess lamp which lights up or blinks when the parking time of a vehicle parked in a parking area has exceeded a specified period of time is installed in a parking meter installed for the parking area for parking a vehicle. A photodiode which receives lighting or blinking of the excess lamp and emits a predetermined output is installed in a position at which the light of the excess lamp is received. A sending wireless terminal is connected to the photodiode. The sending wireless terminal receives the output of the photodiode and transmits information on the start of lighting or blinking.
