The present invention addresses the problem of providing an water-soluble epoxy resin which exhibits excellent water solubility and which enables the production of a cured article having excellent film strength and corrosion resistance while ensuring the stability of an epoxy resin emulsion and the problem of providing a cured article which is resistant to water and alkalis and has excellent film strength and corrosion resistance. The present invention provides: a water-soluble epoxy resin obtained by reacting a carboxyl-containing compound (A) with an epoxy resin (B) having two or more epoxy groups in the molecule, said carboxyl-containing compound (A) being a product obtained by reacting a polyethylene glycol monoalkyl ether (A-1) having a number-average molecular weight of 400 to 10000 with an acid anhydride (A-2) derived from a polycarboxylic acid; a water-soluble epoxy resin composition which comprises the water-soluble epoxy resin and an epoxy resin having two or more epoxy groups in the molecule; and an aqueous epoxy resin composition wherein the water-soluble epoxy resin composition is dispersed in an aqueous solvent.
