The device (1) has a metering unit (2), a pulse converter (3), a computing unit (4), an output unit (5), an operation unit (6), a power supply unit (7), a temperature sensor (8) and a switch-off device (9) integrated for realizing detection, evaluation, adjustment and limitation of consumption amount of a fluid medium (10) and its associated costs. The medium at an inlet (1.1) flows into the metering unit and leaks out at an outlet (1.2), where pulses are produced based on flow rate of the medium. The pulse converter transmits the pulses to the computing unit that processes the pulses.
