<P>PROBLEM TO BE SOLVED: To enable services and IT resources in a cloud computing environment to be optimally allocated in a distributed manner. <P>SOLUTION: A server meter 102 monitors a processing operation of each server resource 101 to collect load information and stores policy definition information 108, which is predetermined for each SaaS, containing at least a function condition, price condition, environmental performance condition, evaluation condition, and priority of each condition which are required to provide a SaaS. A locator processing part 112 checks the load information for each server resource, which is collected by the server meter, against condition information contained in the stored policy definition; extracts server resources that satisfy the conditions; and determines one server resource from the extracted server resources that is most appropriate to a condition having the highest priority in the policy definition information that is predetermined for the SaaS.
