<P>PROBLEM TO BE SOLVED: To provide a fixing device of an electromagnetic induction heating system which efficiently and surely suppresses excessive rise in temperature of a heat generating member in a non paper passing region, even when a small-sized paper is continuously made to pass through and in which variation in heating amount of the heat generating member heated by an exciting coil is reduced, and to provide an image forming apparatus. <P>SOLUTION: A fixing device comprises; a heat generating member 20 with a heat generating layer 21; an exciting coil 25 carrying out induction heating of the heat generating layer 21 by generating magnetic flux; and a demagnetization coil 26 generating the magnetic flux, in one part in a width direction, in a direction canceling the magnetic flux by having induction current flow by the magnetic flux generated by the exciting coil 25.
