An electrolysis device (41) is provided with: a container (47) having a first distribution opening (43) which functions as either a water inlet or outlet, and a second distribution opening (45) which functions as the other among a water inlet and outlet; a plurality of electrode pairs (49) arranged inside the container (47); and a power source (51) which applies voltage to each of the electrode pairs (49). Each electrode pair (49) has a pair of electrode plates (53). The plurality of electrode plates (53) are arranged at intervals in the thickness direction of the electrode plates (53). A water flow path (F) is formed in this electrolysis device (41) by the plurality of electrode plates (53) so that water which has flowed inside the container (47) from an inlet passes between the pair of electrode plates (53) in each electrode pair (49), and reaches an outlet.
