The regulating valve (1) is arranged in pipeline rotatable around a rotational axis (3) and corresponding to its rotational position decontrols flow cross-section inside the pipeline. The rotational axis of the regulating valve is arranged between two ends of a rotation beam (4). The rotation beam is coupled with linear actuator (6) in area of the former end (5), and is coupled with a restoring element in the area of the latter end. The restoring element (8) moves the regulating valve in a predetermined position, particularly closing position, during a failure of the linear actuation. An independent claim is also included for a steam turbine with inflow housing.
