<P>PROBLEM TO BE SOLVED: To provide a pellet manufacturing apparatus which can bring cutter blades into contact with the surface of a die under a proper contact surface pressure irrelevantly to the rotational speed of a cutter shaft even when the flatness of the surface of the die is inadequate. <P>SOLUTION: The apparatus is constituted of the cutter shaft (7), a cutter holder (8), cutter arms (11, 11, ...) attached to the periphery of the cutter holder, and the cutter blades (4, 4, ...) which are attached respectively to the cutter arms. Each of the cutter arms (11, 11, ...) can rotate rockingly around its axis. Each of the cutter blades (4, 4, ...) can rotate rockingly around its axis perpendicular to the cutter arms. Each of the cutter blades (4, 4, ...) is flexible independently by these.
