<P>PROBLEM TO BE SOLVED: To provide a negatively chargeable charge control agent excellent in blow-off charge and charge rise in wide temperature and humidity ranges, and to provide toner having excellent characteristics regarding blow-off charge, charge rise, toner scattering, image density, image fogging, and durability. <P>SOLUTION: The negatively chargeable charge control agent contains complex salt of benzilic acid derivatives represented by general formula (1), where median diameter D<SB POS="POST">50</SB>is adjusted to 5-25 μm.
