<P>PROBLEM TO BE SOLVED: To provide a rotation detecting device that can detect the presence or absence of any failure involving a resolver, signal line or the line while excluding unintended motions of transport equipment even when the rotation of a rotor stops at a prescribed rotational angle or in a like situation, and transport equipment. <P>SOLUTION: A rotation detecting device 70 has a resolver 71 that is provided with a stator and a rotor and outputs signals along with the rotation of the rotor, rotation control means 72g that performs control to directly or indirectly rotate the rotor that is not rotating, and failure detecting means 72m that detects the presence or absence of any failure on the basis of a signal outputted by the rotation control means 72g when the rotor rotates; in this configuration, as the signal value varies when the rotational angle takes on any other degree than a prescribed one, the same value as at the time of line disconnection is not taken on, and therefore whether or not a failure has occurred can be readily discerned.
