CHARGING AND DISCHARGING SYSTEM

PROBLEM TO BE SOLVED: To provide a charging and discharging system of a secondary battery for realizing miniaturization and a low loss.

SOLUTION: The charging and discharging system comprises: a charging and discharging circuit 51 that charges and discharges multiple secondary batteries; switch circuits 53 and 54 that change a connection state of the multiple second batteries to a serial connection or a parallel connection; and a control circuit 55 that controls the charging and discharging circuit 51 and the switch circuits 53 and 54. By appropriately opening and closing the switch circuits 53 and 54, opposite end voltages of the switch circuits 53 and 54 are lowered than a DC power distribution line voltage when charging, and the opposite end voltages of the switch circuits 53 and 54 are made higher than the DC power distribution line voltage when discharging. Accordingly, the secondary battery cells are charged and discharged by a step-down operation of the charging and discharging circuit 51.
