摘要 <P>PROBLEM TO BE SOLVED: To provide an image processing device capable of achieving an encoding process of encoding to maximally increase the image quality of image data after encoded with a low processing load while setting a code amount of image data after encoded lower than a target code amount. <P>SOLUTION: Intermediate data generating means 82 derives intermediate data from components other than LL components less than a predetermined resolving level number and the LL components of a plurality of kinds of resolving level numbers obtained by wavelet conversion using the plurality of kinds of resolving level numbers.
