PURPOSE: A composition having the water-repellent property and the antistatic property, and a manufacturing method thereof are provided to improve the coherence force with fibers using a conductive polymer. CONSTITUTION: A composition having the water-repellent property and the antistatic property contains a conductive polymer having the charge-neutralizing function by the conductivity, a fluorine-based water repellent having the water-repellent property, and a pH controller agent stabilizing the conductive polymer and the fluorine-based water repellent.
