PROBLEM TO BE SOLVED: To secure safety performance during use and maximize durability of a device as well as its convenience when a bicycle is parked. SOLUTION: The device is equipped with a movable parking platform 4 connected to a lifting bracket 12 which is guided to a lifting post 2 and is biased upward. The movable parking platform 4 is equipped with a primary parking platform locking means 16 for preventing the movable parking platform 4 from moving up and down along the lifting post 2, and a secondary parking platform locking means 26 for preventing the movable parking platform 4 from moving up while allowing the movable parking platform 4 to further move down when the movable parking platform 4 is moved down to a bicycle mounting-dismounting position. The primary parking platform locking means 16 is unlocked with pushing movement of a front wheel 3a at the time of parking the bicycle 3 on the movable parking platform 4.
