The dispenser is made from thermal plastic sheet moulding by male and female interlocking barriers of the half covers, using a depth gap and shape method to form a siphon that allows water to flow into and out of the dispenser and to form a choke and an air chamber in the siphon that makes an air bubble to prevent concentrated solutions inside the dispenser from diffusing into the water of the toilet tank. A flexible placement hook wire is used to secure the dispenser to the rim of a toilet tank at a desired elevation relative to the water level of the toilet tank. A filter packaged cleaning powder component is provided where the cleaning component is enclosed in a filter envelope acting as a physical binder to increase the composition of active cleaning agents by minimising the use of chemical binders, and the filter envelope also acts as a membrane to control and slow down the rate of release of cleaning agents to cleanse or disinfect the toilet bowl upon flushing.
