<P>PROBLEM TO BE SOLVED: To provide a device which has a fulcrum structure in which a fulcrum supporting turning of a waterproof door body is not a hindrance to mounting and bending of a water cutoff rubber; which is capable of controlling the lifting angle of the waterproof door body only by means of the fulcrum structure and a supporting material; and which is more inexpensive than conventional devices and easy in installation and assemblage. <P>SOLUTION: In a turning support block 21 mounted to a foundation body 20 fitting and supporting a waterproof door body 10 under the ground, a circular arc groove 22 is formed at a position away from the turning center of the waterproof door body. A roller 12 mounted on the waterproof door body side is fitted in the circular arc groove. The waterproof door body is supported by the roller and erected and turned by buoyant force.
