<P>PROBLEM TO BE SOLVED: To provide a moving image encoder in which an operation amount for selection of the best prediction mode is reduced. <P>SOLUTION: The moving image encoder comprises: a reduced image motion prediction unit for performing motion prediction on the basis of a reduced image; a prediction processing selection unit which selects one of skip-mode prediction processing, inter-prediction processing, and intra-prediction processing on the basis of the result of the motion prediction by the reduced image motion prediction unit; and a prediction unit which executes the one selected prediction processing, on a not reduced image. <P>COPYRIGHT: (C)2012,JPO&INPIT |
