The device (1) has a cylindrical elongated base (3) with two through-openings (4, 5), and a heat conducting metal block (6) arranged in a heat conducting contact with an inside wall of one of the through-openings. An electrical component (7) i.e. resistor, is arranged in the other through-opening. An LED (9) i.e. surface mount device-LED, includes two terminals (10, 11) that are electrically contacted with the metal block and the electrical component respectively. The base is made of ceramic or metal with an oxidized surface, and comprises a constant cross-section along a longitudinal axis.
