PROBLEM TO BE SOLVED: To achieve a high compression rate by executing appropriate pixel prediction.

SOLUTION: An image encoding method for encoding a pixel value of a pixel of interest in an image to be encoded by prediction from pixel values of a plurality of reference pixels in a predetermined area neighboring the pixel of interest includes the steps of: learning a scheme for predicting the pixel value of the pixel of interest and prediction parameters used in the prediction scheme on the basis of a plurality of feature quantities extracted from the image to be encoded; selecting one reference pixel from the plurality of reference pixels according to the learned prediction scheme and prediction parameters and predicting the pixel value of the selected reference pixel as a predicted value of the pixel of interest; calculating a difference between the predicted value of the pixel of interest thus predicted and the pixel value of the pixel of interest as a prediction error; and encoding the calculated prediction error and the prediction parameters.
