In the embodiment of the present invention, a wireless terminal communicates with a server via a plurality of wireless base stations. The wireless terminals is provided with: a means for transmitting signals in normal transmission power mode; a means for transmitting signals in low transmission power mode; a transmission power control means, which performs switching between the normal transmission power mode and the low transmission power mode, and which sets mode; and a means for transmitting current location information to a server. The server grasps the location of the wireless terminal on the basis of the location information, specifies one wireless base station close to the wireless terminal among the wireless base stations when the wireless terminal is in the low transmission power mode, and the server determines that the specified wireless base station is abnormal in the case wherein signals are not transmitted in the low transmission power mode.
