A combined brush and a cleaning device for a guardrail cleaning vehicle are provided. The combined brush comprises a brush disk (2) and brush strips arranged on an outer side wall of the brush disk (2), in which the brush strip includes a cloth strip bristle (1) and a nylon wire bristle (3). The cleaning device comprises two or more parallel rotating shafts (10) and a driving mechanism mounted on an upper end of each of the rotating shafts (10), and each rotating shaft (10) is provided with the combined brushes.
