<P>PROBLEM TO BE SOLVED: To provide an apparatus, a method, and a program for processing an image, capable of forming a thumbnail image whose substance of content can be easily recognized by a user. <P>SOLUTION: An input unit inputs an image as a processing object, and a first region calculation unit calculates a first region as a specific region in the image. A second region calculation unit calculates a second region as a region surrounding the first region in the image. In the second region, a deformation information calculation unit calculates an enlargement center as a center at the time of enlarging the image included in the first region and an enlargement magnification as a magnification at the time of enlarging the image included in the first region, on the basis of a form and a size of the first region and the second region.
