<P>PROBLEM TO BE SOLVED: To provide a structure that enables stable optical output without deterioration in a phosphor layer in a fluorescent lamp which includes: an arc tube made of quartz glass filled with a discharge gas containing xenon; a pair of electrodes formed in the longitudinal direction of the arc tube and facing each other across a dielectric; an inner phosphor layer formed on an inner surface of the arc tube; and an aperture portion where the inner phosphor layer is not formed at a part in the circumferential direction of the arc tube. <P>SOLUTION: An outer tube is provided so as to cover the arc tube.
