<P>PROBLEM TO BE SOLVED: To provide a manufacturing method of toner capable of fixing not less than a certain amount of particles having a primary particle sizes of 100 nm or more and 1 μm or less on the base particles, and to provide the toner. <P>SOLUTION: A method is used for manufacturing toner having base particles having a binder resin and a coloring agent, and particles (A) with the primary particle sizes of 100 nm or more and 1 μm or less, and includes a step of mixing the base particles and the particles (A) by using a mixing device 100 having a shaft member 101 capable of turning, a plurality of mixing members 102 arranged on the surface of the shaft member 101, and a casing 103 that covers a plurality of the mixing members 102. In the casing 103, a cross sectional shape of the shaft member 101 on an inner circumference of the casing 103 perpendicular to a rotational axis has a circular shape with a distance substantially constant to the rotational axis of the shaft member 101 in a state where the casing 103 covers a plurality of the mixing members 102. A cooling jacket 104 is arranged on the outer circumference of the casing 103.
