PROBLEM TO BE SOLVED: To provide a radio base station device, a communication system and a cell control method capable of stabilizing communication operations of radio terminal devices in a radio communication system.

SOLUTION: A radio base station device comprises: an in-area notification reception unit 11 for receiving from a radio terminal device 202 in-area notification indicating that the radio terminal device 202 is able to communicate with its radio base station device; and a transmission control unit 13 for performing control for transmitting a communication rejecting response to reject communication with its radio base station device to the radio terminal device 202 and reducing power of a radio signal transmitted from its radio base station device when the radio terminal device 202 is not permitted to communicate with its radio base station device.
