<P>PROBLEM TO BE SOLVED: To realize a service for data broadcasting content that can work with broadcast programs, commercials and the like. <P>SOLUTION: In step S1, trigger information corresponding to the progress of a video stream is generated. Then, if it is determined that the trigger information should be encoded with the video stream, the trigger information is embedded into the video stream and encoded in step S3. When it is determined that the trigger information should be multiplexed with the encoded video stream and the like, the trigger information is also multiplexed with the encoded video stream, an encoded audio stream and the like to generate a multiplexed stream, which is then transmitted, in step S6.
